We re-derived a published figure from the public record.

The federal government earned an A on its FY2025 small business scorecard — 104.72% of its negotiated goals. In the same year, prime dollars fell $4.5 billion, the women-owned and HUBZone statutory goals were missed, and small disadvantaged business share logged its first decline in ten years. Both are true: the grade measures negotiated goals, not the trend. And the report computes what the release leaves unstated: $273B − $179B = $94 billion in subcontracts.

The situation

The grade and the trend answer different questions.

An agency small business program office and congressional oversight staff read the annual procurement scorecard. The headline grade is an A; the year-over-year numbers move the other way. Which is right depends on what the grade actually measures — and the release doesn't do the subtraction that connects its own figures.

We entered the scorecard's published figures for both years plus the category detail, and had the report derive the unstated components and reconcile the grade against the trend.
