We gave SectorPrompts only the Denver VA hospital's initial budget and the documented scope growth from a public GAO report — and withheld the cost-growth percentage and the final price tag. It came back with a 427% cost increase on a $1.73 billion project, matching GAO's published table exactly — the headline figures reconciled to GAO's own numbers.

The situation

A congressional oversight committee or agency inspector general needs a megaproject's cost blow-out turned into a clean, defensible report. The Denver VA hospital in Aurora, Colorado is the textbook case — the U.S. Government Accountability Office documented it in detail.

We used it as a reconcile test: feed the public inputs, withhold the answer, and see whether the report re-derives the auditor's published number from those inputs alone.
