We re-derived a published figure from the public record.
One treatment path costs $20 to $45 per gallon. The other's facility costs $10 billion to finish for about 3 million gallons — roughly $3,333 per gallon, capital cost alone. The report computes the spread (~74× to 167×), runs a four-way consistency check on GAO's published ranges — all four land on the published 24-million-gallon volume — and carries the auditor's underlying warning: the department's headquarters and its site offices hold different cost and schedule data for the same work.
The situation

A congressional committee faces a treatment-path decision inside a cleanup portfolio the department itself prices at more than half a trillion dollars remaining. The auditor's reports supply the unit costs — and a finding that the underlying program data can't be fully trusted.
We entered GAO's published ranges and had the report test their internal consistency, compute cost-per-gallon by path, enumerate what each estimate excludes, and null the earned-value metrics these sources don't support.
