Public sector & oversight
Justice & Public Safety California's corrections department reports a 39.1 percent three-year recidivism
rate for the FY2019-20 release cohort, and the report reconstructs it exactly:
(7,567 felony + 5,828 misdemeanor convictions) ÷ 34,215 tracked = 39.15%. The same
people over the same three years also measure 64.2% by arrest and
17.4% by return-to-prison: a 47-point spread that comes entirely
from the definition, all three published by the same department. Government & Public Administration The Postal Regulatory Commission's FY2025 determination publishes three counts:
27 products assessed, 20 failed their delivery targets, and
19 had targets lowered for the year. We entered those counts plus the Postal
Service's own 10-K financials, and the report computed the figure neither the agency nor the
regulator states: at least 12 products had their targets reduced and missed them
anyway. Two sets of 19 and 20 drawn from 27 must overlap by at least 12. Anyone can
check it on paper in ten seconds. Capital Programs & Infrastructure The rail Authority's Draft 2026 Business Plan puts Phase 1 at $126.20 billion,
$1.7 billion below the prior baseline, a change the report labels as
reported, not a verified saving, and re-expresses against the derived $128.0B
prior baseline (−1.3%). Beside the Authority's figures sits the independent inspector general's
April 2025 finding, quoted from the letter itself: the Authority "has demonstrably not
fulfilled its statutory reporting requirements." Project & Portfolio Management One treatment path costs $20 to $45 per gallon. The other's facility costs
$10 billion to finish for about 3 million gallons: roughly $3,333 per
gallon, capital cost alone. The report computes the spread (~74× to 167×),
runs a four-way consistency check on GAO's published ranges, all four land on the published
24-million-gallon volume, and carries the auditor's underlying warning: the department's
headquarters and its site offices hold different cost and schedule data for the same
work. Government & Public Administration The federal government earned an A on its FY2025 small business scorecard,
104.72% of its negotiated goals. In the same year, prime dollars fell
$4.5 billion, the women-owned and HUBZone statutory goals were missed,
and small disadvantaged business share logged its first decline in ten years. Both
are true: the grade measures negotiated goals, not the trend. And the report computes what the
release leaves unstated: $273B − $179B = $94 billion in subcontracts. Project & Portfolio Management GAO reports the F-35's full mission capable rate at 25 percent for FY2025, against
a funded recovery strategy targeting 65 percent by 2030: a gap of 40
points in about five years, roughly 8 points per year. The program's own officials, as
reported by GAO, expect performance to get worse before it gets better, with
improvements not materializing before late 2026. The report presents that contrast as arithmetic,
not opinion, alongside a 42.4% incentive-fee earn rate paid while the incented
metrics stagnated. Government & Public Administration California's State Auditor issued 1,400 recommendations across 173 reports;
agencies implemented 1,146: 82 percent, and the division reconciles exactly. The
remaining 254 equal 1,400 − 1,146 to the digit: every unimplemented recommendation
has been open past the one-year statutory clock. Meanwhile the high-risk list shows what
persistence looks like: information security, designated in 2013, still scores
1.6 of 4.0 against the state's own 2.0 baseline: thirteen years on. Capital Programs & Infrastructure We gave SectorPrompts only the Denver VA hospital's initial budget and the
documented scope growth from a public GAO report, and withheld the cost-growth
percentage and the final price tag. It came back with a 427% cost increase
on a $1.73 billion project, matching GAO's published table exactly: the
headline figures reconciled to GAO's own numbers.
Health, education & utilities
Higher Education The Labor Department says Job Corps costs $187,653 per graduate. The operator
association says it's under $50,000 per enrollee, citing the department's own
file. Both are right: they're different metrics from the same workbook. We entered the published
figures and the report reconciled the whole chain: $49,769.53 × 35,363 enrollees =
$1.7600 billion, the program's stated budget, exactly, and showed how one program
produces a $32,053 spread in cost-per-graduate purely from the definition of
"graduate." Healthcare Systems News coverage of the FY2026 hospital readmissions penalties gives three different penalized-hospital
counts and a median penalty of "about 0.69%." We computed from the authoritative CMS
final-rule file: 2,304 of 2,945 hospitals penalized (78.2%), median
penalty 0.30% among penalized hospitals, and applying CMS's own published
penalty rule row by row reproduces CMS's own indicator in 14,483 of 14,487
hospital-measure rows (99.97%). Utilities & Energy We typed in one number from Kroger's ESG report: 6,739,850 MWh of electricity,
plus the public EPA eGRID grid factor, and withheld the Scope 2 total.
The app computed 2,358,948 tCO₂e, landing within 14% of Kroger's
published 2,739,997 tCO₂e, and then showed exactly why the remaining gap exists,
instead of fudging the number to hit it.
